DT Research still has the MSR utility listed for dwnload here:

That looks like a good card and it will fit in the mPCI slot. Be sure to report back on how it works out as that is the same setup as the later DT366LX, DT360, DT310 and maybe other models. They all use that mPCI slot paired with the GEODE LX processor. I have a manual for the DT166 but it's in Germ...

Instead of FREENAS use Puppy Linux. Use v4.31 'small' edition - it's about 99k in size.. You can add TWONKY for your media server - it will work great. The last place I look is at DT Research but here is their support manual.

The stock MSR on a DT310 uses COM2: There is no driver needed. In your POS software, just tell it the MSR is on COM2. I don't know what ports are active on your device. I only know that you want additional storage. Without additional data on the tablet configuration I can only tell you to use a USB flash drive. The USB ports are always active unlike some of the other ports.
